Twin Cities Opportunity Index

An analysis of access to opportunity for the municipalities in the Twin Cities metropolitan area. The index combines 24 local characteristics in four broad dimensions into a summary measure that quantifies access to opportunity, especially for low income workers, for each municipality. The four dimensions are fiscal health (five specific measures), jobs and transportation (six measures), quality of life (six measures), and education (seven measures).
